APPLICATION FOR THE GRANT OF A PREMISES LICENCE - URMSTON FREEMASONS HALL, 15 WESTBOURNE ROAD, URMSTON, MANCHESTER M41 0XJ To consider a report of the Head of Public Protection. Additional documents: Minutes: The Head of Public Protection submitted a report informing Members of an application received from Mr. D Tierney for the grant of a premises licence for Urmston Freemasons Hall which had attracted representations from local residents against the application, a representation from the Pollution and Housing Team, Trafford Council recommending the attachment of conditions to any new licence granted, which had been agreed by the applicant prior to the hearing and a representation in support of the application by a member of the Freemasons Hall.
All parties present at the hearing were invited to address the Sub-Committee.
Representations were made in support of the application by Mr. D. Tierney, the applicant and Mr. A. Fletcher, Chairman of Urmston Freemasons Hall and against the application by Miss J Price and Mrs, S Price.
RESOLVED –
(1) That the application by Mr. Tierney for a Premises Licence for Urmston Freemasons Hall, 15 Westbourne Road, Urmston, M41 0XJ be granted, subject to compliance with the conditions outlined in the decision notice.
(2) That the issue of the Licence be delegated to the Head of Public Protection.

To grant a premises licence as follows:
Licensable Activities
Supply of Alcohol (on the premises): Monday to Sunday 10.00 a.m. to 01.00 a.m.
Regulated Entertainment (Indoors) for Live & Recorded music: Monday to Sunday 09.00 a.m. to 00.30 a.m.
Non-Standard Timings for all Licensable Activities
From the start of permitted hours on New Year’s Eve to the end of permitted hours on New Year’s Day.
An extra hour on the date when British Summer Time commences.
Mandatory Conditions
Mandatory Conditions under section 19 and 19A of the Licensing Act 2003 where the licence authorises the supply of alcohol on the premises.
Additional Conditions
PPN3 Noise from music and associated sources (including DJ’s and amplified voices) must not be audible to such an extent that it constitutes a nuisance at any noise sensitive properties.
