Agree that a hearing is not necessary and determine to grant the licence and attach the agreed conditions: or

(a)        Application for the Grant of a Premises Licence – Whoots Limited, Altrincham Train Station, Stamford New Road, Altrincham

 

The Head of Public Protection submitted a report informing Members of an application received from Whoots Limited for the grant of a Premises Licence for Whoots, Altrincham Train Station, Stamford New Road, Altrincham. The report advised that the applicant had agreed to the attachment of a condition to the licence.

 

RESOLVED –

 

(1)    That the application by Whoots Limited for a Premises Licence for Whoots, Altrincham Train Station, Stamford New Road, Altrincham, be granted, subject to compliance with the conditions outlined in the decision notice below.

     

(2)    That the issue of the Licence be delegated to the Head of Public Protection.

LICENSING SUB-COMMITTEE’S REASONS FOR REACHING ITS DECISION

 

The conditions proposed by the British Transport Police are agreed by the applicant.

 

 

(b)        Application for the Grant of a Restricted Premises Licence – Urmston Live 2015 – Abbotsfield Park, Chassen Road, Urmston

 

The Head of Public Protection submitted a report informing Members of an application received from Trafford Events Limited, for the grant of a Restricted Premises Licence for an arena within Abbotsfield Park, Chassen Road, Urmston. The report advised that the applicant had agreed to the attachment of conditions to the licence.

 

RESOLVED –

 

(1)    That the application by Trafford Events for a Restricted Premises Licence for an arena within Abbotsfield Park, Chassen Road, Urmston, be granted, subject to compliance with the conditions outlined in the decision notice below.

     

(2)    That the issue of the Licence be delegated to the Head of Public Protection.

LICENSING SUB-COMMITTEE DECISION

 

The Licensing Sub-Committee agreed that a hearing is not necessary.

 

The restricted premises licence application for an arena within Abbotsfield Park, Chassen Road, Urmston is granted as applied for with the additional conditions agreed as follows:-

 

The Licence Holder shall

Produce a comprehensive Event Management Plan which shall contain documented policies to address all areas that may give rise for concern. No licensable activity shall take place unless the Event Management Plan has been approved by the Licensing Authority.

Provide adequate numbers of stewards and SIA security guards as agreed with the Licensing Authority.

Ensure that the sale of alcohol is professionally managed and policed and complies with the alcohol licensing legislation.

Provide adequate procedures for ensuring the security of the site including: bag search on entry to check for prohibited items; 24 hour security on site and security patrols.

Ensure radio communication between security, steward and event management.

Provide an appropriate drug and alcohol policy to be included in the Event Management Plan.

Ensure that all security staff and stewards are highly visible.

Ensure that all equipment is fenced off from public access.

Provide fully deployed fire-fighting equipment.

Ensure that all persons engaged in managing the event are comprehensively briefed.

Provide PA announcement capability with back up equipment.

Ensure that crowd barriers and crush barriers are deployed.

Ensure that St John’s Ambulance and staff or suitable alternative provider are on site.

Provide a comprehensive traffic management plan to be included in the Event Management Plan.

Ensure that two persons are deployed for sound level monitoring.

Ensure that any issues raised from consultation with the public and interested parties are input into the planning of the event.

Provide vehicle passes for local residents affected by any road closure around the site.

Ensure that security is focused at potential flashpoints e.g. bar service area and entrance gates.

Condition agreed with Noise Pollution Team

The Licence holder shall carry out a sound propagation test prior to the event to determine a maximum sound level at the mixer.  This level shall be agreed with the Licensing Authority.  Sound levels at the mixer shall be controlled throughout the period of the concert to ensure that the agreed level is not exceeded.

 

Condition agreed with the Environmental Health Team

The Licence Holder shall ensure that adequate controls are in place (including stewarding and lighting) to ensure the safe movement of public within the site, and the safe egress of the public from the event.

 

Condition agreed with the Greater Manchester Police

The Licence Holder shall ensure that there are adequate controls in place to prevent the public from bringing their own alcohol into the venue.
