Notice of Urgent Key Decision Taken Without 28-Day Notice
Notice is hereby given in accordance with Regulation 10 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the timing of notification from Government rendered it impracticable to give 28 days’ notice of the taking of the following decision, which is a Key Decision taken under delegated authority by the Executive Member for Finance and Governance on 7th April 2022:
Council Tax Energy Rebate Scheme 2022-23
Notice is further given in accordance with Regulation 11 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 that the same decision was taken on the basis of urgency, and was therefore subject to the provisions of Regulation 11.(1). In accordance with these Regulations, the Chair of the Scrutiny Committee has been advised of this issue, and has agreed that the making of the decision is urgent and cannot reasonably be deferred, for the following reason:
The change is required to be in place as soon as practicable to support financially the most vulnerable households due to the economic climate impact and significantly high and rising energy costs. Any delay in implementation would seriously prejudice the Council’s or the public’s interests. An urgent decision is required to enable the Council to adopt the new scheme in time to start making payments in April 2022 as stated in the government guidance.
