Approve the materials to be used for the Greater Manchester Clean Air Plan Consultation.

Approval of Evidence Notes 33 to 38, Economic Appraisal Reports and Delivery Plans provided by TFGM to support the delivery of the Greater Manchester Clean Air Plan.

1. That the 2021/22 to 2023/24 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals be approved for the purposes of consultation only (where necessary) and that these proposals be referred to the Scrutiny Committee for their consideration.

2. That the proposal be noted to increase Council Tax by 3.99% in 2021/22 (comprising 2% adult social care precept and 1.99% general increase) and by similar levels for 2022/23 and 2023/24.

3. That the remaining budget gap for the years 2021/22 to 2023/24 be noted.

4. That the updated Asset Investment Strategy included at Annex G to the report be adopted and that it be recommended that Council approve the updated Strategy in November 2020.

5. That it be noted that the draft proposals are subject to various consultation exercises, analysis and impact assessments, movements in core funding, specific grants, costing and robustness assessments.

A number of requests have been received from local ward councillors and residents to investigate the parking that takes place along Grove Lane in Hale. These requests concern visibility, pedestrian safety and access to properties.

It is proposed to introduce waiting restrictions on the junctions of Grove Lane with Lomond Avenue, Hermitage Road, Highfield Road, Delahays Road along with formalising the bus stops along Grove Lane.

1)     That the results of the consultation and objections received be noted.

2)     That following careful consideration of the objections and comments received, authorisation be given to make and introduce the waiting restrictions scheme with minor modifications, as shown on drawing number E9008-4 Rev A, and in the schedule contained within the report.

3)     That the objectors be informed of the decision made.

That approval be given to the cycle way projects recommended for progression following consultation with affected residents and stakeholders that support Active Travel.
