22/10/2019 - K Site Residential Development Proposal ref: 859    Recommendations Approved

Decision:

1. That approval be given in principle to the proposal to structure a Joint Venture (JV) arrangement to deliver the first phase of residential units at the K Site in Old Trafford.

 

2. That it be approved that the Council tender for a Residential Operational Partner with whom to form the JV.

 

3. That authority be delegated to the Corporate Director of Place to lead negotiations for the appointment of the Residential Operational Partner.

 

4. That it be noted that the final business case and JV structure will be submitted to the Executive for approval.

18/10/2019 - Fifth Avenue, Trafford Park - Proposed Amendments to Waiting Restrictions ref: 853    Recommendations Approved

Following the opening of the ‘Amazon’ warehouse in Trafford Park, the Council has received several complaints about obstructive parking, particularly on Fifth Avenue. A second service access for the warehouse has now been brought into operation and this necessitates an amendment to the waiting restrictions currently in place, which has prompted a review of the restrictions along the full length of Fifth Avenue.

1)     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the schedule to this report and that, if no objections are maintained the Order be made and implemented in whole or in part.

14/10/2019 - EXECUTIVE'S DRAFT REVENUE BUDGET PROPOSALS 2020/21 AND MTFS 2021-23 ref: 852    Recommendations Approved

Effective from: 14/10/2019

Decision:

1. That the 2020/21 to 2022/23 proposed budget strategy, draft revenue budget and MTFS including the income and savings proposals be approved for the purposes of consultation only (where necessary) and that these proposals will also be referred to the Scrutiny Committee for their consideration.

 

2. That the proposal be noted to increase Council Tax by 3.99% in 2020/21 (comprising 2% adult social care precept and 1.99% general increase) and by similar levels for 2021/22 and 2022/23.

 

3. That the remaining budget gap for the years 2020/21 to 2022/23 be noted.

 

4. That it be noted that that the draft proposals are subject to various consultation exercises, analysis and impact assessments, movements in core funding, specific grants, costing and robustness assessments.

 

5. That the Reserves Policy included at Section 5 of the report  and the Service Reserves Programme at Annex G to the report be approved and adopted.

 

6. That, in order to allow prompt consultation and referral to Scrutiny, this decision be deemed urgent, and not subject to call-in.


28/08/2019 - Student Accommodation at West Point ref: 850    Recommendations Approved

Decision:

1. That it be approved that the Council enter into an agreement to nominate units for student accommodation at West Point on the terms set out in the report.

 

2. That authority be delegated to the Corporate Director, Place in consultation with the Corporate Director for Governance and Community Strategy and the Corporate Director of Finance and Systems to finalise terms for the proposed agreement.

 

3. That authority be delegated to the Corporate Director for Governance and Community Strategy to enter into any documents required to implement the above recommendations.

 

4. That it be agreed that the Council should continue to work with UA92 and other interested parties to facilitate and enable the development of student accommodation within Old Trafford and Stretford which is consistent with the proposed masterplanning for those areas, using the powers at its disposal where reasonable and appropriate and subject to further Executive approval as required.

 

5. That this decision be considered as Urgent Business and exempted from the call – in process for the reasons given in the report.
