07/06/2023 - Application for an order modifying the definitive rights of way map and statement, to add a public bridleway. The claimed route in Hale runs along Brooks Drive from Hale Road (A538) in a north-easterly direction to Thorley Lane ref: 1245    Recommendations Approved

A Definitive Map Modification Order application under  Section 53(5) of the Wildlife and Countryside Act 1981, has been made to the Council and evidence has been produced claiming that a route along Brooks Drive, Hale commencing at Hale Road (A538) and continuing in a north-easterly direction to Thorley Lane (near its junction with Roaring Gate Lane) has been used by the public as a bridleway as of right, uninterrupted, unhindered for a period of twenty years or more.

Decision:

1.      That a Definitive Map Modification Order be made and advertised under section 53(2)(b) of the Wildlife and Countryside Act 1981, to modify the Definitive Map and Statement to add a restricted byway running along Brooks Drive from Hale Road (A538) in a north-easterly direction to Thorley Lane, as shown on the map annexed to the report.

 

2.      That if objections received are maintained or modifications to the Order are required, it be determined on behalf of the Council whether to submit the Order to the Secretary of State for confirmation.

 

3.      That, if the Order is submitted to the Secretary of State for confirmation, it be determined on behalf of the Council whether to recommend to the Secretary of State that the objections should be dealt with by written representation procedure or at a public local inquiry.


09/06/2023 - Thorley Lane, Hale Barns - Proposed Prohibition of Waiting ref: 1238    Recommendations Approved

The Council has been contacted by residents concerned with inconsiderate parking on Thorley Lane obscuring visibility for motorists The issue is always there as people are parking here to use the airport leaving their vehicles for days/weeks.

 

The proposal seeks to introduce ‘No Waiting At Any Time, restrictions to deter parking issues, to improve visibility and road safety for all road users.

Decision:

1.     That authorisation be given to advertise the intention to introduce the Traffic Regulation Order as detailed in the Schedule to the report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as is practicable.

 

2.     That any objections maintained be reported back for consideration.

10/04/2023 - Various Roads Flixton / Urmston - Proposed No Loading and No Waiting at Any Time Restrictions ref: 1237    Recommendations Approved

Following the introduction of the Trafford General Parking Resident Only Parking scheme and the subsequent review, there continues to be a number of issues raised by residents and Councillors with regards to on-street parking at several junctions in the area surrounding the Hospital.

The proposal seeks to introduce ‘No Waiting at Any Time’ restrictions to deter the reported parking issues and to improve pedestrian access and visibility for all road users.

01/06/2023 - MCF Talbot Road Active Travel Scheme ref: 1236    Recommendations Approved

To approve and accept the MCF funding to deliver the Talbot Road Active Travel Scheme and to note the programme of works for 2023/24.

Decision:

a)    That the acceptance and spend of the £4,751,389 Mayoral Challenge Fund (MCF) funding allocation for the implementation of the Talbot Road Active Travel Scheme be approved.

 

b)    That the delegation of authority to the Corporate Director of Place to negotiate and finalise the grant agreement, construction contract and any other contract or document required to implement this decision be approved.

 

c)    That the delegation of authority to the Corporate Director of Place, in consultation with the Executive Member for Climate Change to award the contract to the recommended Contractor for the Scheme once an agreed delivery agreement is in place be approved.

 

d)    That the delegation of authority to the Director of Legal and Governance to enter into any contracts or other documents required to implement this decision be approved.

 

e)    That the indicative programme of works for 2023/24 which would achieve the delivery of the Talbot Road Active Travel Scheme be noted.

 

f)      That the urgency provisions in respect of this decision as detailed in the report be approved; and

 

g)    That it be approved that, based on the urgency provisions, this decision shall not be subject to the call-in process.
