07/04/2020 - Itron Development, Christie Road / Renton Road, Stretford - Proposed Changes to Traffic Calming ref: 914    Recommendations Approved

A planning application was approved in April 2019 (ref 95723/FUL/18) for the construction of new dwellings on the old Itron factory which is bound by Talbot Road, Christie Road and Renton Road in Stretford.

 

The new development fronts onto Christie Road and Renton Road which are located within an existing 20mph Speed Limit Zone and have existing traffic calming features, including speed tables and speed cushions.

 

In order to accommodate the new properties and to access roads into the development it is therefore proposed to amend the existing traffic calming features. The works and the legal procedures are to be funded by the Developer.

The Council has been contacted by local residents and Ward Members who have shown concern regarding inconsiderate and unsafe parking and have requested that consideration be given to the introduction of waiting restrictions on the junction of Heyes Lane and Langham Grove to prevent traffic disruptions when buses turn out of Langham Grove onto Heyes Lane and improve safety conditions at the mentioned junction.

12/03/2020 - Heywood Road, Sale - Proposed Introduction of a Disabled Persons' Permit Parking Bay - Proposed Extension to the Days and Hours of Operation of the Existing Residents' Permit Parking Bays - Proposed Revocation of Duplicated Restrictions ref: 911    Recommendations Approved

A request has been received from a resident of Heywood Road, Sale, whose son is a blue badge holder, for consideration to be given to the provision of a disabled persons’ permit parking space on Heywood Road.

 

Historically several requests have been received from residents for the existing Monday to Friday daytime residents only permit holder parking to be extended to cover evenings and weekends, due to parking by visitors to the nearby Sale Rugby Club.

 

Investigations have identified that 3 lengths of restrictions were not revoked when the residents’ parking scheme was introduced in 2004, but were replaced by new restrictions, leaving a duplication. This necessitates a paper action and there will be no revisions to the current markings on the ground.

            II.        Completion of an agreement between the Council, Trafford Leisure Community Interest Company Limited (“Trafford Leisure”) and GCCG of the transition arrangements detailed in this report (“the Transition Agreement”);

           III.        Approval of the Secretary of State (if required) to the proposed disposal;

          IV.        A further report back to the Executive for final approval of the proposed transfer.

 

2. That it be agreed to fund the costs of keeping GHC open as detailed in the report during a transition period from the 1st April to the 30th September 2020 (“the Transition Period”) to allow for the further development of and finalisation of the proposals for the proposed Community Asset Transfer.

 

3. That it be formally requested that Trafford Leisure provide support to the Council and GCCG through the Transition Period, to be agreed as set out above.

 

4. That authority be delegated to the Corporate Director of Place, in consultation with the Corporate Director of Finance and Systems and the Corporate Director for Governance and Community Strategy, to agree the terms of the proposed Transition Agreement.

31/03/2020 - COVID 19 Council Tax Hardship Fund 2020-21 ref: 910    Recommendations Approved

As part of its response to COVID-19, the government announced in the Budget on 11 March 2020 that it would provide local authorities in England with £500 million of new grant funding to support economically vulnerable people and households in their local area, with a strong expectation that support should be awarded to working age people.  Trafford’s award was £1,561,070.

 

The Executive Member was  requested to determine how the Council will award the Council Tax element of this award using the discretionary powers under s13A (1) (c) of the Local Government Finance Act 1992 and also how the remainder will be used to support vulnerable residents.

(1)        That Trafford Council:

 

·     Awards all existing working age Council Tax Support (CTS) recipients  - as at 11 March 2020 – a discretionary award equivalent to the value of their 20-21 liability;

 

·     Treat all new, post 11 March 2020, claims in accordance with its existing CTS scheme, as the vast majority of recipients will receive 100% support, but ensure direct information and advice for further discretionary support is detailed in notification letters;

 

·     Use the remaining funding towards the rising costs of CTS claims made after 11 March 2020 and significantly increasing Local Welfare Assistance costs.

 

(2)        That this decision be classified as urgent and exempt from call-in to enable the Council implement emergency measures during the ongoing Covid-19 health crisis.

16/03/2020 - Timperley Metrolink Stop Area Parking Scheme - Proposed Permit Parking Scheme and Associated New/Amended Waiting and Loading Restrictions: Consideration of Objections ref: 908    Recommendations Approved

The Council has over the years received numerous complaints and representations from residents regarding the parking conditions on roads near the Timperley Metrolink stop. The issues raised are primarily concerns of long stay, weekday, daytime non-resident parking by commuters using the Metrolink to travel to Manchester and Altrincham. Funds were thereby made available by the Council for the design and introduction of parking measures in the area to enhance residential amenity by deterring this undesirable parking.

 

Consultation exercises have been undertaken by the Council to gauge the level of local support for the introduction of a parking scheme and the objections received have been considered along with all relevant matters referred to by the objectors.

05/03/2020 - Mode Wheel Circle, Stretford - New and Amended Waiting Restrictions ref: 897    Recommendations Approved

Following a request from Greater Manchester Police, it is proposed that all extents of the adopted highway at the Mode Wheel Circle roundabout leading to the Valero site have waiting restrictions imposed.

 

In addition, obstructive parking problems caused by long-stay, daytime, on-street parking attributed to people working in nearby businesses in the Mode Wheel Circle area of Trafford Park have been raised as part of a review of road safety.

24/02/2020 - Kenmore Drive Area, Timperley - Proposed Waiting Restrictions ref: 893    Recommendations Approved

A number of complaints have been received concerning access issues and road safety caused by vehicles being parked in an obstructive manner on Kenmore Drive and at its junction with Green Lane. It is thought that the majority of the parking may be attributed to the nearby Altrincham College of Arts.

 

Due to these concerns, the Council is proposing to introduce junction protection in the form of double yellow lines around the junction with Kenmore Drive and Green Lane and on the east side of Green Lane between Kenmore Drive and the garden centre entrance in order to restrict parking at all times. It is also proposed to introduce a single yellow line restriction on one side of Kenmore Drive (north side) that would restrict parking between 9am and 5pm, Monday to Friday. Subsequent to informal consultation, it is also proposed to introduce the single yellow line on parts of Green Lane.
